When you look at the current regulations of public procurement based on the evaluation, we have a section on technical evaluation and financial evaluation. Unless you meet the minimum threshold of the technical evaluation, you will not be allowed to proceed to the financial evaluation. So, bearing this in mind, and these are the existing regulations for the procurement experts, if we emphasise the issue of the minimum professional fees, are we not going to negate the financial evaluation?"
