However, in the case of engineer’s estimates, they would state the structural designs and the quantum of the inputs to be used so that you know pretty much what the quantities are going to look like based on the designs. So, you trust that. Anything else that comes from the tenderers is then compared with that. That is a legitimate way of getting an objective stand."
