    "content": "Instead of just saying Kshs30 million will go to the youth, women and people with disabilities, they must break down in terms of the target. They should say what they expect to give women. Instead of just saying that this blanket amount will go to youth and women, we must disaggregate to give more detail of that data in categories that are going to be prescribed; that we will give this kind of works to youths, this will be reserved for women and this for people with disabilities. If that is done, we will have something to audit and to measure their compliance with in this section."
