    "content": "When you look at Clause 167 it states that an accounting officer shall not dispose off assets to an employee of the public entity or a member of the Board or Committee of the public entity except as expressly provided for. Clause 165 as well is one of those provisions that talk about the procedure that must be followed and it had no contention. So, that is taken care of."
