    "content": " The Member for Rongai is speaking to the Constitution on fair administrative action. Administrative review must also be fair whichever way, both sides as a constitutional principle. Do not forget that there is also an economic right which is a human right in the Constitution for which all Kenyans are entitled. So, you do not want to deny anybody the chance of making money in Kenya because it is a constitutional right. This is a judicial process and you do not want to make it unduly difficult for people to investigate the probity of those issues. So, 10 per cent or no 10 per cent is not for me.
