    "content": "Thank you, hon. Speaker. I want to thank members of the Departmental Committee on Agriculture, Livestock and Co-operatives. Before that, just like Hon. Mbadi had said, I want to say that this Bill has taken so much time. What we are only supposed to do is to look at these amendments which came from the Senate. However, some of the proposed amendments that I am getting from the Committee do not touch on the amendments that were done by the Senate. The Senate did not touch on their purported amendments. I want your direction on this. Is it in order that we debate on something that was not amended by the Senate? That is because at this juncture, we are aware that even a full-stop or a comma amended from the Senate will have to go through the Mediation Committee. What the Committee is purporting to amend is not in the amended version of the Senate. In the first place, are they in order in as far as procedure is concerned? That is because theirs is not part of the amendments that the Senate did. Thank you."
