    "content": "Hon. Temporary Deputy Chairlady, it is the discretion of the House to agree or disagree. The fact of the matter is that there is some discrepancy in the whole issue. The Committee has found that it is necessary to make that amendment. If it is a technical error that the amendment never appeared on the Order Paper and it is not procedural and the House rejects it, I have no power over the House. The necessity of this issue is that it is very critical. Sentencing a man who has poisoned Kenyans for one month is ridiculous. That is why we have proposed that amendment and have put it in our Report. If it does not appear in the Order Paper, I have no discretion of putting it on the Order Paper."
