    "content": "I want to raise an issue about the Higher Education Loans Board (HELB). We are getting a raw deal from them because they even call upon us to give out a share of the CDF kitty, so that they can extend loans to our children. I do not know how the programme was visualized, but I believe they have their allocation from the Budget, which they should give to needy children. The mistake they are making is that they are not getting the right children who need to get this money. They are giving the money to everybody across the board. So, their vetting is wanting and it is high time it was done in a procedural manner, so that the neediest children get bursaries."
