    "content": "I am happy with the Member of the National Assembly in terms of trying to implement the provisions of Article 43(1) of the Constitution. This will actualise full attainment of free and compulsory basic education as provided for in Part IV of the Basic Education Act, 2013. This is a small Bill that is seeking to amend Section 48, but it is as big as a 100-pages Bill because of what it provides. The amendment to Section 48 also talks about the conduct of examinations, and the nature and extent of examination irregularities. Everything, in terms of exams, will be taken care of. I know Members of Parliament want to contribute to this small but weighty Bill, which is going to help parents and students when we abolish the payment of examination fees for KCSE and KCPE. Hon.
