    "content": "My third point is on the question of recovery of these loans. The Mover of this particular Bill stated clearly that several penalties are actually meted out to the students before they even get employed. The reason as to why we actually give these students loans is to enable them complete education. However, we also believe that they will refund the money when they get employed. We cannot start trying to force these students to repay the loans before they get employed. We need to allow them to get employed."
