"content": " On a point of order, Mr. Speaker, Sir. A strict reading of the Standing Order under reference is very clear. It says that “the Senate shall meet” and not “shall start the procession” at 2.30 p.m. on Tuesday, Wednesday and Thursday. So, if usage has been taking over the Speaker’s office at 2.30 p.m. then we have been flouting this Standing Order. I used to sit in the Speaker’s panel in the Seventh Parliament. The bell always stopped ringing at three minutes to 2.30 p.m. to give the Speaker three minutes to walk from his office to the Chamber. That we have been doing the wrong thing does not make it right. We request the Chair to direct all those that support you in the discharge of your duties that 2.30 p.m. means just that and nothing less."
