    "content": "Mr. Speaker, Sir, as I indicated earlier, the Ministry has signed a new contract with the service provider for cash transfer, that is, KCB. I think it is important that we learn to be a bit patient and see how the new service provider will perform. It is too early to start judging them. I would kindly urge my colleague to be patient and give the Ministry and the service provider an opportunity and see whether they will be in a position to reach those people with severe disabilities wherever they are."
