    "content": "The reason why we are seeking that these Bills be read for the First Time is to allow the committees to conduct public participation as required by the Constitution. Secondly, the Constitution requires that a Constitution amendment Bill must be published for at least 90 days before it is introduced for Second Reading. We were not anticipating the adjournment Motion. Looking at the calendar of the House, it is expected that the House will adjourn today for, at least, over one month. If we do not have these Bills read the First Time, particularly the constitutional one, we will not have time to consider these constitutional amendments as required, by 27th August, 2015, so as to have in place procedures to ensure that we comply with the Supreme Court Judgement.
