    "content": "Hon. Speaker, I beg to second the Procedural Motion. I want to thank the Chairman of the Departmental Committee on Justice and Legal Affairs and its Members for publishing the Bills. On the Two-Third Gender Rule (Amendment) Bill, 2015, even if they call it progressive, it is for the House to decide whether it will agree with them. Because this is a constitutional Bill and it will give an opportunity to the Committee to look at it; the 90 days period can be reduced as we approach the 27th August deadline."
