    "content": "of the Budget and Appropriations Committee as contained in its proposed amendment seeks to specify the beneficiaries of this Bill by offices instead of using the generic term “retired designated State officers”. It, therefore, follows that the amendments by the Budget and Appropriations Committee ought to be given preference in Committee of the whole House. Finally, the Finance, Planning and Trade Committee also proposes, in part of its amendments to Clauses 5, 6, and 7 to reduce the proposed benefits. Since these amendments are not proposing any additional charge on the Exchequer, they are admissible and can be considered in Committee of the whole House. The House stands accordingly guided."
