"content": "There is also one important thing about procurement. We have a lot of corruption in procurement. I am happy to note that yesterday, when we were in the Committee of the Whole House, there was this issue of Kshs5billion. Any contract that is Kshs5billion and above, the Attorney-General must be involved. I am a member of the Public Investments Committee (PIC) and I have seen many contracts and tenders coming in and yet the Attorney-General, who is the legal advisor of the Government, is not involved. I am happy that the Public Procurement Bill will go through. I know it is going to the Senate. It is one of the Bills that have a constitutional time frame. It is, indeed, critical that any amount going beyond Kshs5billion, the Attorney-General must be involved. This is where we have shortcuts. For purposes of looking at the legal aspect and how the contracts are going to move, it will be very key to have professional advice of the Attorney-General."
