"content": "Therefore, the Chairman had started the process of relinquishing the directorship of the company by selling his shares. So, the Committee found no conflict of interest between the Chairman and the role he was playing. Therefore, it was the Committeeâs resolution that he continued to chair the investigations because the company in which he was a shareholder and a director was not doing business with the Ministry, the Tana Athi Water Services Board or the NWCPC. Mr. Temporary Deputy Speaker, Sir, I want to state that there are allegations and substantiations of the same. Once allegations are made, evidence must be adduced beyond reasonable doubt to substantiate those allegations. As hon. Members are aware, the Committee embarked on a fact-finding mission as a result of the allegations made by Mr. Mwangi Kiunjuri. The allegations made have been tabulated and they included procurement, fraud, irregular award of tenders and all the others narrated in this House by the Chairman. Mr. Temporary Deputy Speaker, Sir, you will realise that the Committee did its investigations and took evidence from almost all persons alleged to have been involved. The Report is supported by the HANSARD Report on the actual proceedings. The alleged whistleblower, however, is not a whistleblower, but was just concerned with what was done. The issues that he has raised had earlier been brought before this House. Maybe, the Committee did not take the House duties seriously when the Minister spoke."
