    "content": "Mr. Speaker, Sir, I join my colleagues in applauding the introduction of this very important Bill. As I say that, we are not establishing the Office of the Auditor-General for the first time. We have always had Auditor-Generals. The problem is that the Office of the Auditor-General has never functioned as it should for many reasons. All the committees which look into accounts of Government Ministries, as a matter of fact, do postmortems of what has been done for many years.
