    "content": " Hon. Senators, I thought this matter was being addressed to the Chair. As I allow you to make very brief interventions, I would like to draw your attention to Standing Order No.90(4). It states:- “No Senator shall impute improper motive to any other Senator or to a Member of the National Assembly except upon a specific substantive Motion of which at least three days notice has been given, calling in question the conduct of that Senator or Member of the Assembly.” I just want to remind you that there is no Motion before us. Standing Order No. 90(5) states: “It shall be out of order for a Senator to criticize or call to question, the proceedings in the National Assembly, a County Assembly or the Speaker’s Ruling in the National Assembly but any debate may be allowed on the structures and roles of County Assemblies or the National Assembly.” So, restrict yourself to what is provided for. Anything else, I will declare you completely out of order."
