    "content": "Mr. Speaker, Sir, thank you for your protection. Issues touching on hospitals are devolved. The House that is supposed to discuss such issues is the Senate. So, we are the people who can recall a function. Therefore, I feel that the challenges that are facing the sector are the same ones that our House is facing, in that it is the first time that the Governors are handling issues touching on hospitals and other challenges that they are facing in the implementation of their various roles in the counties."
