Let the Standing Committee on Health do a comprehensive report. The transfer of functions is well spelt out in the Constitution and we do not need any new provisions. As Sen. Mutula Kilonzo Jnr. said, those who talk about it will keep talking. There is a procedure in which one level of the Government can ask another one for assistance.
