    "content": "Mr. Speaker, Sir, I was very surprised to hear the Hon. Chairperson of the Committee on National Security and Foreign Affairs say that a Statement could not be issued expeditiously because the Cabinet Secretary (CS) for the Ministry of Foreign Affairs and International Trade was accompanying the President to Dar es Salaam. I thought we live in an age where internet and telephones are available and that the Government should not depend on the physical presence of a person. This matter is of national importance and there should have been a rapid response unit in the Ministry of Foreign Affairs and International Trade. The work of this unit would be not only to brief Kenyans at every moment, but also keep abreast with any information that may be needed by any Kenyan at any time, given the Constitutional rights of Kenyans. It appears as if in the running of Government, the Government has not realized that we have a new Constitution which gives Kenyans enormous rights to get information from it. It is not just delaying in giving information, but contravening the Constitution for which this Government should be dismissed from office."
