    "content": " Mr. Temporary Speaker, Sir, I beg to move that the Public Procurement and Asset Disposal Bill (National Assembly Bill No.40 of 2014) be now read a Second Time. Mr. Temporary Speaker, Sir, just like the Bill that has gone through the Second Reading debate moments ago, this Bill is one of the Bills that are required to be passed by 27th May, 2015. It is such an important Bill that the Constitution itself speaks very clearly as to what is expected when it comes to the critical issue of procurement of goods and services by the Government agencies at the national level and even at the county government level. Article 227 of the Constitution is the foundation of this Bill. It says that all state organs and/or public entities must contract for goods and services using a system which is fair, equitable, transparent, competitive and cost-effective. So, in a nutshell, this Bill is trying to provide for a legal framework to ensure that when Government entities procure for goods and services, they use a system that is fair, equitable, transparent, competitive and cost-effective. Mr. Temporary Speaker, Sir, this Bill aims at giving Kenyans economic justice. We have been talking about fair administrative action which is a broad concept that touches on political and other forms of justice. However, this Bill is about economic justice, so that every Kenyan who wants to do business with the Government can have an opportunity to do so. That opportunity should be provided in a fair, transparent and competitive environment.
