    "content": "Mr. Speaker, Sir, I have one concern that has not been addressed well. I specifically requested to know what appropriate measures the Ministry is taking to ensure adequate security in all institutions of learning in the country. That concern has not been addressed. All he has said is that the national Government will ensure that all learning institutions are provided with adequate security, but what I am asking is: What specific measures are being put in place to ensure that security? Lastly, we have been told this afternoon that there has been improvement in terms of the number of students who have reported back to Garissa TTC. There are still over 200 students who have not reported back due to personal reasons, particularly fear for their lives. What is the Ministry doing to address the concerns of those 200 students who have not reported back? Could we be given an assurance that these students will be accommodated somehow, so that they can pursue their studies? The Chairman has already assured their parents that they will be allowed to complete their studies, but how will they be able to complete their studies if they do not want to go to Garissa specifically? Could he tell us if they are going to make alternative arrangements to accommodate the 200 students who have not reported back?"
