Rather than the mover reading verbatim what is in the Order Paper, he could simply say that: “I propose that Clause so and so be amended as contained in the Order Paper” and continue to explain why that amendment is there. Otherwise, I see the amendments are very long. We are going to spend more time listening to what we can read rather than listening to the reasons why the amendments are being proposed."
