    "content": "Mr. Temporary Chairman, Sir, I beg to move:- THAT, the Bill be amended by inserting the following new clause immediately after Clause 11- Regulations 11A. (1) The Cabinet Secretary may, in consultation with the Commission on Administrative Justice, make regulations for the better carrying out of the provisions of this Act. (2) Regulations made under subsection (5) shall, before publication in the Gazette, be approved by Parliament."
