    "content": "On a point of order, Mr. Speaker, Sir. In view of the fact that quite a number of county governors, a substantial number if not the majority, have already agreed and signed for the equipment, is it in order for the Council of Governors which represents all the 47 Governors to send a Message that runs contrary to that position? We know that majority have signed. There is nothing in the Constitution that prevents the national Government from buying something and donating it to hospitals. Private institutions and Non-Governmental Organizations (NGOs) are doing it. I think the issue of autonomy and the manner in which it is being presented is not right. Many of them have already signed."
