I congratulate the patriots from Wajir County, knowing that it is one of the counties that is well known in this country because of using bucket disposal systems--- I do not know whether the Senator for Wajir County will accuse me for saying this. However, I can simply say that the area is so marginalized to an extent that the best systems they have for disposing waste are buckets. So, when we send funds there, and hear that they are being misappropriated by the people who we expect to take care of the funds and make sure that services are offered to the citizens there, are enriching themselves, we are left in shock.
