"content": "Thank you, hon. Deputy Speaker. Listening to the Chair of the Justice and Legal Affairs Committee, it looks like the amendments by the Senate are actually more of semantics than serious amendments. I want to repeat what I said this morning about the procedures of this House. I am sure that they are also applicable to the Senate. One of them is that every time a Bill is presented to the House, it is normally referred to the relevant Departmental Committee. It is the work of the Committee to look at the Bill before it comes to the House for debate. I still insist that he two Houses of Parliament need to come up with a mechanism for consultation on some of these small matters to avoid wasting our time. Even though this is a serious Bill, it is very unfortunate that we are just going to discuss amendments on the words ‘administrator’ and ‘decision maker’. I am saying that such a small amendment would have been sorted out if the Chair of the Committee that looked at this Bill in the Senate and their counterpart in the National Assembly had informal consultations to agree on it. I am sure that consultations would have helped us. This is a situation where issues of semantics have been brought to this House to be discussed. However, since the Committee seems to have supported, I also want to support."
