If you come to Nakuru County, you will find that all the tenders have been given to outsiders and nothing is left in Nakuru. So, how do we grow Nakuru County under the aspect of devolution? I was thinking they would have increased it to, at least, 40 per cent so that the locals can participate in tendering and be given the contract. I have said it in the past that registration of companies has been made difficult. The charges demanded by the National Construction Authority (NCA), and especially for the youth, are so huge that most of them will be denied an opportunity to participate in the procurement process.
