    "content": "Secondly, the amendment by the Senate in ensuring that when tenders are evaluated, the exercise is not only based on financial capabilities of the tenderers; rather that equal weight is given to technical capability, that is the way to go. The reason why many Kenyan contractors are not able to win whenever they are competing with Chinese and other foreign contractors is because of limited resources. The foreigners tend to score highly when it comes to the financial aspects of the assessment while the technical capabilities of our contractors are not equally valued. Through this amendment, the Senate has ensured that both financial and technical capabilities of the tenderers will be given equal weight. This will enable many Kenyan contractors to compete favourably with foreign contractors.This is the way to go."
