    "content": "written for posterity. So, as the country develops, it will come a time when all the counties will have enough personnel, technology and techniques to do whatever they want to do. For now, that flexibility that we allow at least 25 per cent is good. There is also the issue of mutual consultation in Article 6 of the Constitution which talks about the two levels of Government being distinct and independent. It is important that the Senate had an opportunity to look at this Bill, so that there is involvement of everybody. This helps as far as the Constitution is concerned that all of us, as a country and leaders, get involved in what is going on so that there is the aspect of transparency and accountability. There is the aspect of agents being registered, which is sufficient because the addition of the word “licensed” was going to be restrictive. When we just say that they are registered that is quite good. There is an element which has come out, namely evaluation, which is good, which we have been basing on both financial and technical capabilities. The Senate said that it should be given equal weighting, which is reasonable. All these will help us to tame some of the errant and defaulting contractors who have been defaulting in contracts and who have been operating without proper regulation. With those few remarks, I support the Motion."
