Deputy Speaker for giving me the opportunity to contribute to the Senate Amendments to the Public Procurement and Asset Disposal Bill (National Assembly Bill No. 40 of 2014). As you are aware, in engaging with the Departmental Committee on Finance, Planning and Trade, we had proposed with my good friend Hon. Johnson Sakaja quite a number of amendments to this Bill. I am happy to say that, looking at the amendments proposed by the Senate, I have not seen any material dilution of the amendments that we had proposed. I want to largely agree with the proposals by the Committee except that I was talking to the Chair of the Committee and I felt the proposal with reference to the disciplinary action to be taken by professionals vis-à-vis the provisions of this Bill as provided for by the Senate Amendments, will need to be looked at probably at a later stage. In Clause 124, the Committee has agreed with the Senate in the evaluation of tenders by public entities. I do not know how this will be applicable because in almost all jurisdictions, including all World Bank tenders, usually the weight given to technical proposals is bigger than the weight given to financial proposals.
