    "content": "In particular, we see the small issues of language being sorted out, thereby making the Bill clearer and removing any ambiguity that there might have been. We have also the threshold for members of the Advisory Board being increased in Clause 5. Initially, the qualification was only a Bachelor’s Degree, but now it has been moved to Postgraduate Degree. That would add value, but it also creates some handicaps. We have many Kenyans who have higher qualifications and this would add value to the contribution by the Advisory Board that is going to be constituted."
