Temporary Deputy Chairman, I am rejecting the proposal by the Senate and it is based on one simple reason; the Constitution has given the qualification required and if it has specified the qualification, none of us legislators can change what has been put in the Constitution. So, it is only fair that we abide by what is in the Constitution in terms of qualification. Efficiency is not achieved by higher qualification but rather by the commitment of the holder of the office. Hon. Temporary Deputy Chairman, I reject the amendment of the Senate."
