    "content": "First of all, that clause 24 deals with the membership or the chairmanship of the Audit Advisory Board. What my Committee said and we also discussed last time is that that board is mainly advisory. The Auditor-General, by the Constitution, is independent. He can choose to go by the advice of the advisory board or reject it but we said that in order for this Board to be effective and in order for the advice to be objective, let this Board not be chaired by the Auditor-General himself.
