    "content": "I also appreciate the fact that they have agreed on the action plans and the way the action plans are to be prepared. This is probably the most important thing in anything that we do. We can pass laws and policies, but if we do not have action plans, or reports to tell us what has happened, then all of it comes to nil. I dare say that even the big problem that we are having in security has something to do with action plan and co-ordination."
