"content": "(Mr. Oparanya): Mr. Deputy Speaker, Sir, I beg to reply. (a) I would like to point out that the Ministry has so far paid all the personnel who participated in the 2009 Population and Housing Census whose requisite details have been verified. A few of the enumerators personnel and the elders may, however, be pending due to various reasons including incomplete personal details which include incomplete and inconsistent details on names and identity card numbers. The other problem is lack of bank account details to facilitate direct payment through electronic transfers. There is need for verification to ensure only genuine enumerators personnel are paid and to eliminate double fraudulent payments. We have cases of some names appearing in more than one category, for example, as both supervisors and enumerators. (b) The Kisumu Town East Constituency had a total of 1,175 elders who participated in the 2009 Population and Housing Census. A total of Kshs1,816,000 was remitted to the Kisumu East District Census Account on 9th November, 2009, for payment of allowances to 11,035 elders who had their personal details including ID numbers correctly indicated. A list of 40 elders and later another one of 37 elders who had their ID details missing were returned to the District Census Committee for verification before re-submission. I am glad to report that the corrections for the said 40 plus 37 elders have now been made to facilitate completion of the payment process. The money for these elders has already been sent to the Kenya National Bureau of Statistics office in Kisumu for disbursement. I have a full list showing that all the elders have now been paid."
