"content": "Mr. Speaker, Sir, the Chairman has told us one reason they are opening consulates is because of considerations of commerce. Vietnam is number five on the top 18 countries where we source tourists from. In fact, in the year 2013, we got 1.7 million tourists, having gone up by 25.2 per cent. This is the fastest growing. Could he tell us why he has not considered having a consulate in Vietnam for that reason? More importantly, could he tell us how many polling centres he will open in Uganda, the United Arab Emirates, Saudi Arabia, Rwanda and Tanzania because we have a heavy presence of Kenyans in those countries? Finally, Mr. Speaker, Sir, could the Government tell us how it intends to level the playing ground for presidential candidates given that candidates might lack the capacity to go and look for votes abroad? Is this a deliberate effort to help the incumbent President to use state facilities to reach voters at the expense of his opponents the way the Nyayo Government used District Commissioners (DCs) at the expense of its opponents?
