Wetangula wanted to know on what basis the Cabinet Secretary or the Ministry is establishing consulates in the five areas and yet, we do not know the population. It is important to note that the Senator asked what the population of Kenyans eligible to vote is and we said that we cannot tell the population of Kenyans eligible to vote. However, we can get the population of Kenyans living abroad. Therefore, I think that should be clear for the Senator.
