    "content": "Mr. Deputy Speaker, Sir, I concur with some of the sentiments from the Senator for Migori but I think capacity building also takes time. Even if you give all the money you can give; without capacity, know-how and adequate staff who are properly trained in that area, I do not know if we will win the war. That it is something that needs to be discussed between the two levels of Government."
