"content": "colonial days was Machakos. Therefore, it would be wrong that any ward or any part of that county is not receiving its fair share of the resources. That is one of the issues that this Constitution wants to address. That is the reason behind devolution. The principle of devolution should not just be seen as an obligation on the part of the national Government; even the county governments have an obligation. We have gone to several counties in this country and you will find areas where governors or elected officials feel that they did not get votes or support of a particular community. Therefore, without the intervention of this Senate, you may find that we are doing our job correctly by making sure additional funds go to the counties, like we have just done with the Division of Revenue Bill, but when those funds get to the counties, they are used in a manner that does not entail equity and social justice to the citizens. Mr. Deputy Speaker, Sir, I commend the Petition without prejudging it and wait for your directions on this matter."
