You cannot believe the number of trips I have made to the office of Kenya Bureau of Standards to enable the people of North Horr to be paid. These are not elders or enumerators. These are people whose vehicles were hired and they do not have bank accounts. I have two districts and there is no single banking institution in the whole of North Horr. Despite this, these people are expected to have a bank account. Because of this, up to now, many of them have not been paid. What will the Minister do about those people whose vehicles were hired, but they were not able to provide those details that were required because the situation could not allow them to do so?"
