    "content": "Education is the backbone of our human resource development. We have had problems, especially when it comes to the issuance of bursaries to our school students. We have the Higher Education Loans Board (HELB), which is supposed to give our university students money, so that those who come from needy families get money. I am sorry to say that HELB is there in writing but whatever they give to our students is minimal to the extent that even if they are given something, some of them drop out of school and, therefore, we need to invest more in it."
