Members, on the first question of whether the Budget and Appropriations Committee is at liberty to take into account the recommendations of Departmental Committees, I am guided by the provisions of Standing Order No.235 and, particularly, paragraphs (4) and (5), which states as follows:- “235(4) Each Departmental Committee shall consider, discuss and review the Estimates according to its mandate and submit its report and recommendations to the Budget and Appropriations Committee within twenty-one-days after being laid before the House. (5) The Budget and Appropriations Committee shall discuss and review the Estimates and make recommendations to the National Assembly, taking into account the recommendations of the Departmental Committees, the views of the Cabinet Secretary and the public."
