    "content": "nowadays, the first degree is a basic qualification. In future, maybe in four to five years to come - we may be forced to raise this bar to, maybe, a postgraduate degree with other relevant qualifications. The second comment I would like to make is on the selection panel. I agree with the mediation team that the President should appoint the members of the panel and the chairman. That is because the President is elected by the majority of Kenyan voters. I think the President has a lot of wisdom and he should be given the opportunity to appoint the chairman and members of the selection panel in the event that vacancy arises in the Office of the Auditor- General. My final comment is on the advisory board and I think it makes sense for the Auditor- General to sit in it. But it does not make sense for him or her to be the chairperson of the board since it is the Auditor-General who will be receiving the advice. With those few remarks, I would like to agree with the report of the Mediation Committee that the chairmanship of the advisory board should not be held by the Auditor- General himself.
