    "content": "Thank you, hon. Speaker. As you do your ruling, perhaps, you also need to consider what the Chair of the Budget and Appropriations Committee had said earlier on. He tended to imply that the Budget and Appropriations Committee’s hands are tied as to how much they can change various issues that, perhaps, might have been recommended by Committees. He said that they can only move with a very small percentage. We are a House of rules and procedures and when I go through all that, I get the impression that the Budget and Appropriations Committee has much more power than what the Chairman is telling us. They can actually vary much more things than what the Chairman is trying to tell us."
