This is a most important point of principle that, in fact, has seized the minds of the membership of, particularly the Departmental Committee on Defence and Foreign Relations in this financial year and, indeed, even in the last financial year. The point has been raised by Hon. Jakoyo Midiwo that during the hearings of the Budget and Appropriations Committee, we were surprised to hear that the CS for Foreign Affairs was unable to attend; this was not news to the Committee because we are very aware of her functions and her external mandate in her heavy schedule. However, in the same token, the Accounting Officer of the Ministry, Dr. Karanja Kibicho was also unavailable to represent his Ministry and present the budget to the Committee; the team that was sent to the Committee was not up to the task, according to the Committee.
