    "content": "Finally, I want to say to the Budget and Appropriations Committee and the chairpersons, let us be on talking terms so that we avoid the costly processes we are going through just the same way we are dealing with the Senate. The Senate is always bringing in a lot of controversies because of lack of consultation. Again, some of them are because they are out of law. If people follow the law, then we will not have any problem. In your ruling, I insist that you guide the various committees on the various ways of interrogating the Budget, so that it is factual."
