    "content": "If you went to Standing Order No.90(3), what is offensive is where you use offensive or insulting language in respect of a senator or another person. Mr. Speaker Sir, I speak very good English and I am quite well versed with the language. I have never known “grace” to be insulting or offensive. That notwithstanding, I also visit Standing Order No.90(6). It does not say: “A Senator shall only refer”. It simply says: “Shall refer”. That means that there are many ways of applying it. The Constitution is very clear that: “This Constitution shall be interpreted broadly and liberally.” These Standing Orders emanate from the Constitution.
